Notwithstanding any other provision of law, section 20109(a) of subtitle A of title II of the Violent Crime Control and Law Enforcement Act of 1994 ( 34 U.S.C. 12109(a) ) and section 506(b)(1) of the Omnibus Crime Control and Safe Streets Act of 1968 ( 34 U.S.C. 10157 ) shall not apply to amounts made available by this or any other Act.
