The Under Secretary for Management is authorized to charge a fee for use of the diplomatic reception rooms of the Department. Amounts collected under subsection
(a)(including reimbursements and surcharges) shall be credited as discretionary offsetting collections to the currently applicable appropriation account of the Department to recover the costs of such use and shall be made available for such purposes only to the extent and in the amounts provided in advance for appropriations Acts, which shall remain available for obligation until expended.
