In this Act— the term appropriate congressional committees means— the Committee on Foreign Affairs of the House of Representatives; and the Committee on Foreign Relations of the Senate; the term consular services means— the adjudication and issuance of visas; the performance of notarial and other legalization functions; the adjudication of passport applications; the adjudication of nationality; the issuance of citizenship documentation; and the protection and welfare of United States citizens abroad as permitted by law; the term Department means the Department of State; and the term Secretary means the Secretary of State.
