During fiscal years 2026 and 2027, the head of each element of the intelligence community shall, on a quarterly basis, provide to the congressional intelligence committees a briefing on the obligation of any funds available under the National Intelligence Program or the Military Intelligence Program for the procurement of commercially available information during the preceding fiscal quarter, including with respect to the procurement of— bulk data; application programming interfaces; or enterprise or limited software licenses.
