Section 2 of the Act of June 13, 1888, entitled An act to establish a department of Labor (25 Stat. 182; 29 U.S.C. 3 ) is amended by adding at the end the following: The Commissioner may be removed only with proof of inefficiency, neglect of duty, or malfeasance in office. .
