Except as expressly described in this Act or an amendment made by this Act, nothing in this Act or an amendment made by this Act may be construed to modify, expand, or limit any law or authority to process or admit refugees under section 207 of the Immigration and Nationality Act ( 8 U.S.C. 1157 ) or applicants for an immigrant visa under the immigration laws.
