Section 455(a)(3) of the Higher Education Act of 1965 ( 20 U.S.C. 1087e(a)(3) ) is amended— in subparagraph (A), in the matter preceding clause (i), by striking subparagraph
(B)and inserting subparagraphs
(B)and
(C); and by adding at the end the following: Beginning on or after July 1, 2026, a graduate or professional student shall be eligible to receive a Federal Direct Stafford loan under this part for a graduate or professional program at a covered institution of higher education. In this subparagraph, the term covered institution of higher education — means an institution of higher education defined in section 101 or section 102(a)(1)(C); and does not include a graduate medical school, nursing school, or a veterinary school, located outside the United States that does not meet the requirements of section 101(a)(4). .
