Section 8(o) of the United States Housing Act of 1937 is amended by adding at the end the following: The Secretary shall, at the end of each fiscal year— recapture from each public housing agency any amounts provided to such public housing agency for tenant-based assistance under paragraph (1)(A) that such public housing agency did not obligate during such fiscal year; and provide amounts recaptured under subparagrah

(A)to public housing agencies that used all of the amounts provided to them for tenant-based assistance under paragraph (1)(A). .
