None of the funds appropriated by this Act may made available in contravention of Executive Order 14162, relating to Putting America First in International Environmental Agreements, including— for a contribution, grant, or any other payment to the— Green Climate Fund; Clean Technology Fund; and Loss and Damages Fund or to pay compensation to any country, organization, or individual for loss and damages attributed to climate change; and to implement the decision by the United Nations Framework Convention on Climate Change’s 21st Conference of Parties in Paris, France, adopted December 12, 2015, commonly known as the Paris Agreement .
None of the funds appropriated or otherwise made available by this Act may be used by the Secretary of State to impede the uninterrupted transmission of hydrocarbons by pipeline through the territory of one Party not originating in the territory of that Party, for delivery to the territory of the other Party as ratified by The Agreement between the Government of the United States of America and the Government of Canada concerning Transit Pipelines, signed at Washington on January 28, 1977.
The Comptroller General of the United States shall conduct a study on funds appropriated in prior Acts making appropriations for the Department of State, foreign operations, and related programs from fiscal years 2020 through 2024 made available for climate change programs and whether the use of such funds have had a direct and measurable impact on lowering global temperatures or on projections of future global temperatures using the most plausible and accurate scenarios and models for future conditions.
