Section 423 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act ( 42 U.S.C. 5189a ) is amended by adding at the end the following: In cases in which the Board decides in favor of the applicant or otherwise concludes there is an error on the part of the Administrator in denial of assistance, the Administrator shall reimburse the applicant for attorney’s fees. .
