None of the funds made available by this Act may be used by the Department of Housing and Urban Development to update minimum energy efficiency standards for new housing financed by the Department, as part of carrying out the notice entitled Adoption of Energy Efficiency Standards for New Construction of HUD- and USDA- Financed Housing , or otherwise.
