There is authorized to be appropriated such sums as may be necessary to implement the Silver Shield program described in section 2. The Silver Shield program shall be considered an administrative service of the administration of sales made pursuant to section 21(e)(1) of the Arms Export Control Act ( 22 U.S.C. 2761 ). The Silver Shield program shall be considered an administrative and operational cost of the Department of State related to military assistance and sales pursuant to funds authorized to carry out title IV of the annual Acts making appropriations for the State Department, Foreign Operations, and Related programs (relating to the heading Foreign Military Financing program).
