Section 101(a)(15)(O)(i) of the Immigration and Nationality Act
(INA)is amended by inserting after extensive documentation the following: or, with regard to a field of science, technology, engineering, or mathematics, has earned a doctoral degree in at least one of such fields, or in a health profession, from an institution of higher education in the United States (as defined in section 101(a) of the Higher Education Act of 1965 ( . 20 U.S.C. 1001(a) ))
