Not later than 180 days after the date of enactment of this Act, the Secretary of Defense, in consultation with the Secretary of the department in which the Coast Guard is operating when it is not operating as a Service in the Navy, shall prepare a report on the role the Coast Guard is expected to play in the 5, 10, and 20 years after the date of enactment of this Act in providing assistance to the military departments in— working with the navies and domestic coast guard of nations located in the Indo-Pacific region on building capacity to protect the territorial waters of such nations from incursions by other nations; providing a presence in the Arctic and Antarctic to protect United States sovereign national security interests in the regions; and providing law enforcement capabilities which the military departments do not possess for national security, piracy, alien and drug interdiction, and fishery law enforcement on the high seas.
