Not less than $5,000,000 made available in this Act shall be transferred to U.S. Immigration and Customs Enforcement—Operations and Support to support and conduct necessary operations of the Blue Campaign for fiscal year 2026. Prior to the obligation of funds made available by subsection (a), notification shall be submitted to the Committees on Appropriations of the House of Representatives and the Senate.
