None of the funds appropriated or otherwise made available by this Act to U.S. Immigration and Customs Enforcement may be used, in carrying out any civil immigration enforcement activities under the immigration laws (as such term is defined in section 101 of the Immigration and Nationality Act ( 8 U.S.C. 1101 )), to— detain a citizen of the United States; or deport a citizen of the United States from the United States.
