Of the unobligated balances from prior year appropriations made available in the Working Capital Fund, $78,000,000 are here by permanently cancelled: Provided , That no amounts shall be cancelled from amounts that were designated by the Congress as an emergency or disaster relief requirement pursuant to a concurrent resolution or the budget of the Balanced Budget and Emergency Deficit Control Act of 1985.
