Notwithstanding section 8053 of this Act, amounts appropriated under the heading Research, Development, Test and Evaluation, Defense-Wide of this Act, as detailed in budget activity eight in the tables titled Explanation of Project Level Adjustments in the report accompanying this Act for Defense Innovation Unit
(DIU)Fielding line 294A, may be used for expenses for agile research, development, test and evaluation, procurement, production, modification, and operation and maintenance requirements, including the initial acquisition of end-items for operational use: That none of these funds may be obligated or expended until 15 days after the Secretary of Defense provides the Committees on Appropriations of the House of Representatives and the Senate a detailed execution plan for such funds.
