This Act is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person. If any provision of this Act, or the application of any provision of this Act to any person or circumstance, is held to be invalid, the remainder of this Act and the application of the provisions of this Act to any other persons or circumstances shall not be affected thereby.
