Not later than 1 year after the date of the enactment of this Act, the Secretary of Health and Human Services shall issue and publish guidance for States concerning options for supporting and improving access to coverage and payment under a State plan under title XIX of the Social Security Act ( 42 U.S.C. 1396 et seq. ) or under a waiver of such plan, and under a State child health plan under title XXI of such Act ( 42 U.S.C. 1397aa et seq. ) or under a waiver of such plan, for services provided by doulas, certified nurse midwives, certified midwives, or certified professional midwives, who meet or exceed the education and training standards of the International Confederation of Midwives and who are licensed to practice within the State and certain maternal health professionals (specified by the Secretary)— in rural areas; across a continuum of care; and among varied provider settings and payment and care models, including managed care.
