Section 5501 of title 10, United States Code, is amended by striking the text and inserting the following: It is the policy of the United States— to provide for the common defense of the United States and its citizens by deploying and maintaining a next-generation missile defense shield; and to deter, and defend the citizens and critical infrastructure of the United States against, any foreign aerial attack on the homeland. .
