Sec. 916. Limitation on authority to reduce in rank the billets of the commanding officers of certain military installations of the Air Force

The Secretary of the Air Force may not reduce the rank of the billet of the commanding officer of a military installation, described in subsection (b), below O-7, until 90 days after such Secretary submits to the Committees on Armed Services of the Senate and House of Representatives a report described in subsection (c). A military installation described in this subsection— is the home station of more than one wing of the Air Force, regardless of component; is a training site for pilots of an armed force of an ally or partner country; and contains a national test and training range.
A report described in this subsection shall include an explanation of how the Secretary decided to make a reduction described in subsection (a), taking into consideration— cost, workload, and workforce requirements; and operational effect.
