Not later than June 30, 2026, the Secretary of Defense shall submit to the congressional defense committees a report— addressing stockpiling constraints, bottlenecks, and other limitations relating to the production of clothing and textiles for procurement by the Department of Defense; and containing an assessment of the creation of an Emergency Textiles Stockpile Fund to support the expansion of production of clothing and textiles to meet the requirements for contingency operations.
