Sec. 654. Pilot program on nutrition ratings for food sold in commissaries

Not later than September 30, 2026, the Secretary of Defense shall carry out a pilot program to provide a nutrition rating system— that indicates the overall nutritional value of foods based on nutrient density and ingredient quality; for food sold in at least 10 commissary stores; and through the Commissary CLICK2GO mobile application and online platform. The Secretary may carry out the pilot program by using a system operated by an entity that— is not owned or operated by food company; uses transparent, evidence-based methodology, grounded in current nutrition science and public health guidelines; and can rate the nutritonal value of— at least 80 percent of foods available at participating commissary stores; and a wide range of food products, including single-ingredient foods, package goods, and mixed meals.
Not later than September 30, 2028, the Secretary shall submit to Congress a report regarding the pilot program that includes recommendations of the Secretary to improve the nutritional value of foods sold in commissary stores. The pilot program under this section shall terminate on September 30, 2030.
