Section 598 of the National Defense Authorization Act for Fiscal Year 2008 ( Public Law 110–181 ; 10 U.S.C. 113 note) is amended— in subsection (a), by striking may conduct and inserting shall conduct ; in subsection (c), by striking may and inserting shall ; in subsection (e)(1), by striking If the Secretary establishes and inserting For purposes of carrying out ; and in subsection (g)(1)— by striking if established by the Secretary of Defense under subsection (a), ; and by inserting of Defense after Secretary . The amendments made by subsection
(a)shall take effect on November 11, 2025.
