Section 2465 of title 10, United States Code, is amended— in subsection (b)— in paragraph (4), by inserting or security-guard after firefighting each place such term appears; and by adding at the end the following: An installation access control security guard contract to be carried out at an installation with less than 300 permanently assigned enlisted members in grades below E-7 and entitled to basic pay. ; and by adding at the end the following: The provisions of this section shall not apply during war or during a period of war or national emergency declared by the President or an Act of Congress. .
