None of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2026 for the Department of Defense may be obligated or expended— to carry out research, development, test, evaluation, or training activities involving animals— in collaboration with a foreign country of concern; or at any facility located in, or owned or controlled (directly or indirectly) by, a foreign country of concern; or to enter into a contract or other agreement, or make a grant, pursuant to which such activities would be carried out. In this section, the term foreign country of concern has the meaning given that term in section 9901 of the William M.
(Mac)Thornberry National Defense Authorization Act for Fiscal Year 2021 ( Public Law 116–283 ; 15 U.S.C. 4651 ).
