Section 1102 of the National Defense Authorization Act for Fiscal Year 2024 ( Public Law 118–31 ) is amended— in the section heading, by striking and inserting Department of the Navy civilian employees assigned to permanent duty in Guam for performing work, or supporting work being performed, aboard or dockside, of U.S. naval vessels ; civilian employees of the Department of Defense stationed in Guam in subsection (a), by striking Secretary of the Navy and inserting Secretary of Defense ; and by striking subsection
(b)and inserting the following: In this section, the term covered employee means any civilian employee of the Department of Defense whose permanent duty station is located in Guam. .
