There are authorized to be appropriated to carry out sections 3, 4, and 5, an amount equal to the total amount appropriated to the Department of Education for fiscal year 2019, of which— not more than 50 percent shall be used to award block grants to States under section 4; and not more than 20 percent shall be used for the administration and oversight required by Federal agencies under this Act.
