The President may terminate the application of sanctions, export controls, duties, prohibitions, or penalties under this title if the President certifies to Congress that the Russian Federation has ceased conducting a war of aggression against Ukraine or act in violation of a negotiated peace agreement with Ukraine. The President shall immediately reimpose all previous terminated sanctions, export controls, duties, prohibitions, and penalties imposed under this title should the Russian Federation restart a war of aggression against Ukraine or act in violation of a negotiated peace agreement with Ukraine.
