Not later than 15 days after the date of enactment of this Act, and at minimum every 90 days thereafter, the President shall make a determination as to whether the Russian Federation or any proxy thereof, is engaged in— conducting a war of aggression against Ukraine; or refusing to sincerely and actually negotiate a peace agreement with Ukraine; or acting in violation of a negotiated peace agreement with Ukraine.
