Section 405 of the Homeland Security Act of 2002 ( 6 U.S.C. 205 ) is amended by adding at the end the following new subsection: The Secretary may not obligate or expend any funds to advertise to the general public, by billboard or otherwise, the office or functions of the Ombudsman. .
