Beginning on the date of the enactment of this Act, all waivers and licenses in effect as of such date issued by the President pursuant to the designation of the Islamic Revolutionary Guard Corps under Executive Order 13224 ( 50 U.S.C. 1701 note; relating to blocking property and prohibiting transactions with persons who commit, threaten to commit, or support terrorism) shall remain in effect, and the President may not issue a new waiver or license with respect to any activity connected to the Islamic Revolutionary Guard Corps, until the date on which the President makes the certification to Congress pursuant to section 8 of the Iran Sanctions Act of 1996 ( 50 U.S.C. 1701 note) as amended by this Act.
