Sec. 703. Land conveyances to the City of Elko

Subject to valid existing rights and at the request of the City, the Secretary shall convey to the City, for fair market value, all right, title, and interest of the United States in and to the Federal land identified for conveyance to the City of Elko on the map entitled Proposed Conveyance to the City of Elko, Nevada and dated November 7, 2024. The Secretary shall determine fair market value of the Federal land identified for the City of Elko in accordance with the Federal Land Policy and Management Act of 1976 ( 43 U.S.C. 1701 ) and based on an appraisal conducted in accordance with— the Uniform Appraisal Standards for Federal Land Acquisition; and the Uniform Standards of Professional Appraisal Practice.
As a condition of the conveyance of the Federal land identified for the City of Elko under subsection (a), the City shall pay— an amount equal to the appraised value determined in accordance with subsection (b); and all costs related to the conveyance, including all surveys, appraisals, and other administrative costs associated with the conveyance of the Federal land to the City. Any gross proceeds from the sale, lease, or conveyance of Federal land identified for the City of Elko under this section shall be deposited into the special account created by the Southern Nevada Public Lands Management Act of 1998 ( Public Law 105–263 ).
