Congress finds the following: The General Services Administration fleet management program provides essential vehicle procurement services to Federal agencies, State and local governments, and Tribal organizations at cost-effective prices. Expanding access to the vehicle acquisition services of the General Services Administration to the commercial for-hire industry can increase efficiency, reduce costs, and provide for an improved fleet turnover with modern, environmentally-friendly vehicles.
