Section 4(a) of the Endangered Species Act of 1973 ( 16 U.S.C. 1533(a) ) is amended by adding at the end the following: The Secretary shall, concurrently with determining under paragraph
(1)whether a species is a threatened species or an endangered species, prepare an analysis with respect to such determination of— the economic effect; the effects on national security; the effects on human health and safety; and any other relevant effect. The analysis is to be prepared in coordination with the States, local governments, and Tribes impacted by the determination. Nothing in this paragraph shall delay a determination made by the Secretary under paragraph
(1)or change the criteria used by the Secretary to make such a determination. .
