Section 10(a) of the Endangered Species Act of 1973 ( 16 U.S.C. 1539(a) ) is amended by adding at the end the following: The issuance of a permit under paragraph
(2)shall not be considered a major Federal action under section 102(2)(C) of the National Environmental Policy Act of 1969 ( 42 U.S.C. 4332(2)(C) ). .
