The Secretary and the Secretary of Agriculture shall issue such regulations as are necessary to implement this Act. Not later than 1 year after the effective date of this Act, the Secretary and the Secretary of Agriculture shall jointly issue regulations implementing titles II and III and this title that affect the Forest Service.
