The Secretary of State shall take such steps as may be necessary to issue as soon as practicable after the date of the enactment of this Act a waiver, pursuant to the authority provided by section 3(e) of Executive Order 14169 (90 Fed. Reg. 8619; relating to reevaluating and realigning United States foreign aid), for the immediate resumption of all programs, projects, and activities of the Department of State relating to demining, the clearance of unexploded ordnance, or the destruction of small arms.
