Section 135 of the Clean Air Act ( 42 U.S.C. 7435 ) is repealed. The unobligated balance of any amounts made available under section 135 of the Clean Air Act ( 42 U.S.C. 7435 ) (as in effect on the day before the date of enactment of this Act) is rescinded.
