In this title: The term Foundation means the United States Citizenship and Integration Foundation established under section 207. The term service area means the jurisdiction or geographical area in which an entity carries out activities using funds awarded under this title. The term State means each of the several States, the District of Columbia, the Commonwealth of Puerto Rico, the United States Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands.
