Not later than 18 months after the date of enactment of this Act, the Secretary of Agriculture shall issue guidance relating to climbing management for National Forest System land, including in designated wilderness areas on National Forest System land, pursuant to the joint explanatory statement for division G (relating to the Department of the Interior, Environment, and Related Agencies Appropriations Act, 2021) described in section 4 of the Consolidated Appropriations Act, 2021 ( Public Law 116–260 ; 134 Stat. 1185), that recognizes the appropriateness of the allowable activities described in paragraph
(2)in the designated wilderness areas, if the allowable activities are carried out in accordance with— the Wilderness Act ( 16 U.S.C. 1131 et seq. ); other applicable laws (including regulations); and any terms and conditions that are determined to be necessary by the Secretary of Agriculture. The allowable activities referred to in paragraph
(1)are— recreational climbing; the placement, use, and maintenance of fixed anchors; and the use of other equipment necessary for recreational climbing. Before finalizing guidance relating to climbing management under subsection (a)(1), the Secretary of Agriculture shall provide to the public notice and an opportunity to comment regarding the proposed guidance.
