Not later than 3 years after the date of enactment of this Act, the Comptroller General of the United States shall submit to Congress a report that— assesses the implementation of this Act and the amendments made by this Act; assesses the impact of modifications made by this Act to the hiring process for the competitive service under section 3304 of title 5, United States Code; and makes recommendations for the improvement of the hiring process for the competitive service.
