It is the sense of Congress that the Department of State Memorandum of Understanding with the Hispanic Association of Colleges and Universities (referred to in this section as HACU ) and the USAID Partnership Agreement with HACU continue a valued partnership initiated by former Secretary of State Colin Powell in 2001, which has assisted a range of diverse recruitment, retention, and partnership efforts, including international student exchanges, short-term faculty fellowships, and research partnerships.
Not later than 90 days after the date of the enactment of this Act, the Secretary and the Administrator shall submit to the appropriate congressional committees— a report on the activities of, and funds expended to implement, the Memorandum of Understanding and Partnership Agreement with HACU; and an annual plan of action and spending plan to carry out such activities during fiscal years 2025 through 2030, including any resources needed to execute such plans.
