Section 1705(b) of the United States Institute of Peace Act (title XVII of Public Law 98–525 ; 22 U.S.C. 4604(b) ) is amended— in paragraph (9), by striking and at the end; in paragraph (10), by striking the period at the end and inserting ; and ; and by adding at the end the following: establish the James S. Jackson and Robert L. Green Program for Global Race and Ethnic Relations and Peace, which shall— support scholars, research, and education regarding the role of race and ethnicity in addressing national and regional conflicts, societal tensions, and peace building; include the appointment, for up to 2 years, of scholars and leaders from the United States and abroad, including from Historically Black Colleges and Universities, Tribal Colleges, Hispanic Serving Institutions, and other Minority-Serving Institutions, to research race and ethnic relations and conflict resolution with the support of stipends, grants, fellowships, and other support; develop educational programs and materials for government and nongovernment actors, including practitioners and policymakers, regarding historical and contemporary knowledge about race and ethnic relations and conflict resolution; and provide scholarships and educational programs, with a focus on international careers, for secondary and post-secondary school students, who shall be referred to as James S.
Jackson-Robert L. Green Race and Peace Scholars . . There is authorized to be appropriated, for each of the fiscal years 2025 through 2035, $2,000,000, which shall be expended to carry out section 1705(b)(11) of the United States Institute of Peace Act, as added by subsection (a)(3).
