Sec. 212. Defense cooperation in Latin America and the Caribbean

There is authorized to be appropriated to the Department of State $12,000,000 for each of fiscal years 2025 through 2029 for the International Military Education and Training Program for Latin America and the Caribbean. The Secretary of State shall take steps to modernize and strengthen the programs receiving funding pursuant to subsection
(a)to ensure that such programs are rigorous, substantive, and the preeminent choice for international military education and training for Latin American and Caribbean partners. The programs referred to in subsection
(a)shall— provide training and capacity-building opportunities to Latin American and Caribbean security services; provide practical skills and frameworks for— improving the functioning and organization of security services in Latin America and the Caribbean; creating a better understanding of the United States and its values; and using technology for maximum strategic impact and effective operations; and promote and ensure that security services in Latin America and the Caribbean respect civilian authority and operate in compliance with international human rights law and international humanitarian law. Security assistance under this section is subject to the limitations of section 620M of the Foreign Assistance Act of 1961 ( 22 U.S.C. 2378d ).
