Whenever a report is transmitted to Congress on a country-by-country basis, there shall be included in such report, where applicable, a separate section on Hong Kong under the heading of the state that exercises sovereignty over Hong Kong. The reports to which this section applies include the reports transmitted under— sections 116(d) and 502B(b) of the Foreign Assistance Act of 1961 ( 22 U.S.C. 2151n(d) and 2304(b)), relating to human rights; and section 181 of the Trade Act of 1974 ( 19 U.S.C. 2241 ), relating to trade barriers.
