The limitation set forth in section 6(b)(1) shall terminate on the date that is 90 days after the date on which the President certifies to Congress that the Government of Cuba— has taken the necessary steps to begin an electoral process that is transparent, free, and fair in accordance with sections 205 and 206 of the Cuban Liberty and Democratic Solidarity (LIBERTAD) Act of 1996 ( Public Law 104–114 ); and has met the requirements for the termination of the economic embargo set forth in section 204 of such Act.
