It shall be the policy of the United States— to support the Cuban people’s desire to hold free and fair elections, which are supervised by respected international observers that respect the people of Cuba’s desire for freedom and democracy; to encourage the international community to raise their voices in support of the Cuban people’s desire to live freely; and to demand the release of all political prisoners in Cuba.
