Section 1673 of the Food, Agriculture, Conservation, and Trade Act of 1990 ( 7 U.S.C. 5926 ) is amended— in the section heading, by striking and inserting Excellence . ; Excellence at 1890 Institutions . by striking subsections
(a)through (c); in subsection (d), by striking the subsection designation and heading and all that follows through The Secretary in paragraph
(1)and inserting the following: The Secretary ; in subsection
(a)(as so designated)— by inserting and not more than 10 after not less than 3 ; by striking paragraph

(a); and by adding at the end the following: A center of excellence established under subsection
(a)may focus on climate change adaption and mitigation, soil health and carbon sequestration, nutrient and manure management, advanced grazing management and crop-livestock integration, perennial production systems, agroforestry, on-farm and food system energy efficiency and renewable energy production, and food waste reduction. A center of excellence established under subsection
(a)may focus on fostering forest conservation, agroforestry, enhancing forest resilience, and urban and community forestry programs to promote biodiversity and environmental health. A center of excellence established under subsection
(a)may focus on food safety, bioprocessing, value-added agriculture enterprise development, and innovative food and agriculture product development. A center of excellence established under subsection
(a)may focus on the integration of the social sciences, including economics, psychology, rural sociology, and other social sciences and data sciences, into the food and agricultural sciences to develop comprehensive solutions to issues impacting underserved farmers and communities. ; in subsection
(c)(as so redesignated), by striking $10,000,000 for each of fiscal years 2019 through 2023 and inserting $50,000,000 for each of fiscal years 2025 through 2029 ; and in subsection
(d)(as so redesignated)— by redesignating subparagraphs
(A)and
(B)as paragraphs
(1)and (2), respectively, and indenting appropriately; and in paragraph
(1)(as so redesignated), by striking paragraph
